Job Purpose
The Supply Chain Assistant (Procurement) role operates under the Chief of Mission and the Resources Management Officer in the Bolivarian Republic of Venezuela. This position is accountable for managing resources management functions, specifically within procurement. The role involves collaborating with various units at Headquarters and Administrative Centres to ensure efficient and effective acquisition of goods and services. The purpose is to support IOM's mission by ensuring timely and cost-effective procurement processes, contributing to the organization's operational effectiveness and its commitment to assisting migrants and governments.
Responsibilities
The Supply Chain Assistant (Procurement) is responsible for managing the procurement cycle, including receiving and verifying requisitions, preparing tender documents (RFQs, RFPs, ITBs), and soliciting bids. This includes evaluating supplier proposals, negotiating terms, and preparing bid analysis summaries. Upon approval, the role confirms agreements, prepares purchase orders or contracts, and obtains necessary authorizations. Responsibilities also include monitoring delivery status, coordinating with receiving units, reviewing invoices, and processing payments to suppliers. Maintaining procurement records, conducting market surveys, identifying and evaluating new suppliers, and managing contractual agreements are key duties. Additionally, the role performs supply chain tasks related to asset management, warehousing, transportation, and monitoring contractor activities, while also supporting meetings and providing guidance on procurement procedures.
Work Experience
Required experience includes procurement and logistics, working with vendors and service providers, and asset management processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, and working in an international organization, are considered advantageous.

High level of computer literacy; ability to work with national and international institutions; ability to prepare clear and concise reports; excellent communication and negotiation skills; ability to establish realistic resource requirements.
