Job Purpose
This Senior Supply Chain Associate (Procurement) role is integral to managing the resources management functions within IOM's Caracas office. The position supports the Chief of Mission and the Resources Management Officer, collaborating with headquarters and administrative centers. The core purpose is to ensure the efficient and effective procurement of goods and services, contributing to the successful implementation of IOM's mandate. This involves managing procurement activities, negotiating terms, and ensuring compliance with organizational procedures, ultimately supporting IOM's mission to assist governments and migrants by providing essential resources and services.
Responsibilities
The Senior Supply Chain Associate (Procurement) is responsible for managing procurement activities, including evaluating supplier proposals, negotiating prices, and coordinating with internal departments to meet their needs. This involves preparing, reviewing, and issuing solicitation documents (RFQs, RFPs, ITBs) and managing purchase orders through to delivery and payment. The role supports the development of procurement plans, provides technical guidance on procurement procedures, and identifies and evaluates local and international suppliers. Additionally, the associate will contribute to contract tracking, maintain procurement files, and prepare reports. Responsibilities extend to supply chain operations for property and asset management, warehousing, and fleet activities, as well as coordinating with other UN agencies and partners. The role also involves training and supervising junior staff and participating in inter-agency forums.
Work Experience
Required experience includes procurement and logistics, working with service providers and vendors, and asset management processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, working in an international organization within a multicultural setting, and training/coordinating teams are considered advantageous.

High level of computer literacy; ability to work with national and international institutions; strong report writing skills; demonstrated sound judgment; ability to supervise staff and coordinate administrative activities; excellent communication and negotiation skills; ability to establish realistic resource requirements.
