Gender Climate Infrastructure Consultant (type B)
Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. This consultancy contributes to a project focused on gender-transformative, climate-resilient infrastructure in Vanuatu, a nation highly vulnerable to climate change impacts. The role supports the Protection/CTIP Unit and DRCC units, working with UN Women and other partners to enhance national capacities.
Job Purpose
This consultancy aims to build institutional capacity and generate knowledge on gender-transformative, climate-resilient infrastructure in Vanuatu. The role will develop and deliver training packages for stakeholders, conduct a gender gap analysis of existing policies and frameworks, and produce a policy brief to advocate for gender equality and GBV prevention in infrastructure projects. The ultimate goal is to ensure climate-related infrastructure contributes to the protection, empowerment, and equality of women and girls, reducing GBV risks and promoting safer, more inclusive outcomes.
Responsibilities
The consultant will conduct literature reviews on gender equality, climate resilience, and infrastructure development. Key tasks include developing a comprehensive training package on gender-transformative climate-resilient infrastructure, tailored to Vanuatu's context, and delivering this training to government officials and other stakeholders. A gender gap analysis of existing policies and frameworks will be performed to identify barriers and opportunities for strengthening gender-transformative approaches and preventing GBV. The consultant will also produce a policy brief summarizing findings and recommendations for advocacy and policy reform, and facilitate a validation workshop for finalization of deliverables.
Work Experience
A minimum of 7 years of relevant professional experience in gender equality and violence against women and girls is required. Proven experience integrating GEDSI, violence against women and girls, and climate resilience into infrastructure policy, planning, and development is essential. Experience conducting gender analyses, policy reviews, and developing technical or advocacy products is also necessary.

Excellent written and oral communication skills, strong analytical and writing skills, strong facilitation and communication skills, ability to produce high-quality training materials, strong understanding of Pacific cultural contexts and gender dynamics, computer literacy, and strong organizational and time management skills.
