Job Purpose

This consultancy aims to strengthen Gender-Based Violence (GBV) risk mitigation and protection measures within evacuation centres in Vanuatu. The role involves reviewing and updating existing GBV and Protection Risk Mitigation Guidelines and Standard Operating Procedures (SOPs) for evacuation centres. It also includes piloting these updated materials, developing Information, Education, and Communication (IEC) materials, and designing and delivering training modules. The ultimate goal is to ensure evacuation centres are safe, accessible, and responsive to the needs of vulnerable groups, particularly women and girls, during emergencies and displacement situations.

Responsibilities

The consultant will review and update GBV and Protection Risk Mitigation Guidelines and SOPs for evacuation centres. This includes piloting the revised guidelines and IEC materials across three provinces in Vanuatu to gather feedback and assess their effectiveness. A validation workshop will be convened with government and key stakeholders to finalize the updated guidelines. The guidelines will be translated into Bislama for local relevance and accessibility, and awareness posters will be designed and printed. Additionally, the consultant will develop a training module based on the updated guidelines, available as a self-paced online course, and conduct a two-day training workshop for various stakeholders in key locations.

Work Experience

A minimum of 7 years of professional experience in gender equality, protection, GBV prevention/response, humanitarian programming, or emergency management is required. Demonstrated experience in developing/revising GBV/protection guidelines and policies, and proven experience in GBViE programming, including risk mitigation and survivor-centred approaches, is essential. Experience in designing IEC materials and facilitating stakeholder consultations is also necessary.

Skills

Proficiency in English (oral and written). Experience in GBV risk mitigation, protection, humanitarian programming, disaster risk reduction, and stakeholder engagement. Skills in developing guidelines, SOPs, IEC materials, and training modules. Ability to work independently and in diverse cultural settings. Strong organizational and communication skills.
