The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. The Labour Mobility and Social Inclusion (LMI) Unit, under the Better Regional Migration Management project, focuses on strengthening safe employment and labour migration systems in the East and Horn of Africa, including Uganda.
Job Purpose
This consultancy aims to address the misalignment between Uganda's national Technical and Vocational Education and Training (TVET) systems, certification pathways, and the skills required by destination labour markets, particularly in Saudi Arabia and Qatar. The role will map at least 2-3 Ugandan training institutions and their certification processes against validated labour demand. The objective is to identify practical adjustments, such as bridging courses or additional certifications, to enhance the employability and competitiveness of Ugandan workers in international markets. The consultancy will inform strategies to strengthen skills recognition, improve labour market readiness, and support safe, regular labour migration.
Responsibilities
The consultant will conduct a comprehensive mapping of selected Ugandan training institutions and certification pathways against validated labour market demand in Saudi Arabia and Qatar. This involves reviewing project documentation, defining methodology, and identifying priority institutions and occupations. The consultant will analyze destination country requirements, benchmark occupational standards, and identify gaps between training outcomes and labour market needs. Proposed adjustment measures will include recommendations for bridging courses, supplementary certifications, soft skills development, and partnerships. The role also requires conducting stakeholder consultations with government, training institutions, the private sector, and diaspora representatives to validate findings. Finally, a consolidated report with actionable recommendations and an implementation roadmap will be delivered.
Work Experience
A minimum of 5 years of relevant professional experience is required in TVET systems, labour migration, or skills recognition. Demonstrated experience in labour market assessments, skills gap analyses, stakeholder consultations, and institutional mapping, preferably in Uganda or similar contexts, is essential. A good understanding of Uganda's occupational standards and relevant international certification systems is also necessary.
Skills
Strong analytical and report-writing skills are essential. The role requires effective stakeholder engagement and facilitation skills. Knowledge of migration governance and ethical recruitment principles is also important.
