Organizational Context

IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. It operates by saving lives, protecting people on the move, and facilitating regular migration pathways. This consultancy contributes to the EU-funded Borderlands Project in Uganda, aiming to strengthen social cohesion and security in border areas by improving border governance, protection systems, and access to services for vulnerable populations, specifically focusing on MHPSS and protection for migrants and victims of trafficking.

Job Purpose

This consultancy aims to strengthen access to health, Mental Health and Psychosocial Support (MHPSS), and protection services for vulnerable migrants and victims of trafficking within the Uganda-DRC borderlands. The role will support the implementation of key health activities under the Borderlands Project, focusing on operationalizing MHPSS referral mechanisms, enhancing stakeholder coordination, and raising awareness among frontline actors and communities. The consultant will play a crucial role in addressing protection and public health risks, including limited access to essential services, by strengthening referral pathways, improving service delivery structures, and building the capacity of frontline responders. The ultimate goal is to ensure timely, survivor-centered, and effective access to care and support for those affected by trafficking and irregular migration.

Responsibilities

The consultant will be responsible for strengthening health and MHPSS referral pathways and coordination mechanisms for vulnerable migrants and victims of trafficking. This includes supporting the implementation of priority actions to improve access to health services, assessing and strengthening existing service delivery structures, and enhancing the capacity of frontline actors to identify and refer individuals in need. Key tasks involve developing comprehensive Terms of Reference for MHPSS volunteers, defining their roles and supervision structures, and creating a practical monitoring and reporting framework. The consultant will also analyze and implement a health action plan for victims of trafficking, develop and deliver awareness-raising sessions for border officials and healthcare workers, and facilitate stakeholder engagement for validation and consensus-building. Regular progress updates and a final consultancy report are required.

Work Experience

Requires a minimum of six years of professional experience in humanitarian, migration, public health, protection, or cross-border programming. Demonstrated experience in designing or strengthening referral mechanisms, coordination frameworks, and service delivery systems is essential. Proven experience in conducting assessments, mapping exercises, and stakeholder consultations is also necessary.

Skills

Strong analytical skills, report writing proficiency, effective facilitation capabilities, and robust stakeholder engagement skills are required.
