National Consultant On Vocational Training Outcomes Assessment And Consolidated Impact Reporting
Organizational Context
The International Organization for Migration (IOM) in Ukraine is implementing the "Livelihood+: Economic integration of IDPs and persons affected by war" project. This initiative aims to enhance socio-economic integration and resilience for internally displaced persons (IDPs), returnees, and host communities in Chernihivska, Kyivska, and Sumska oblasts. The project focuses on skills development, vocational training, and employment promotion. This consultancy contributes to the Migration, Sustainable Development, & Livelihoods (MSDL) Unit.
Job Purpose
The purpose of this consultancy is to conduct a consolidated assessment of the impact of vocational training activities implemented under the "Livelihood+" project. This assessment will synthesize existing evidence and generate lessons learned concerning training relevance, beneficiary outcomes, labour market alignment, and implementation approaches. The findings will be crucial for strategic planning, donor reporting, knowledge management, and the design of future livelihoods interventions. The role will analyze data, assess training impact on beneficiaries' livelihoods, identify strengths and challenges, and develop evidence-based recommendations to improve future programming for economic empowerment and resilience.
Responsibilities
The consultant will review and analyze all quantitative and qualitative project data related to vocational training, including progress trackers, M&E data, consultant reports, and beneficiary feedback. A key task is assessing the relevance of training courses to beneficiary needs and labour market opportunities, and their impact on employment or self-employment. The consultant will analyze outcomes related to skills acquisition, employment, income generation, and economic participation across different beneficiary groups. This includes identifying trends, lessons learned, implementation strengths, challenges, and factors influencing training completion and post-training success. The role involves assessing the contribution of vocational training to project objectives and beneficiary resilience, identifying good practices, and developing evidence-based recommendations for future programming. The consultant will prepare and present findings through written reports and presentations, incorporating feedback from IOM.
Work Experience
A minimum of three years of relevant professional experience in research, assessments, programme evaluation, labour market analysis, livelihoods programming, or monitoring and evaluation is required. Demonstrated experience in analyzing qualitative and quantitative datasets and preparing analytical reports is essential. Experience with livelihoods, vocational training, or economic empowerment programs is highly desirable.

Strong analytical skills, report-writing skills, presentation skills, experience in analyzing qualitative and quantitative datasets, experience preparing analytical reports and assessments, familiarity with the Ukrainian socio-economic and labour market context (desirable).
