Organizational Context
The International Organization for Migration (IOM), a UN agency since 1951, promotes humane and orderly migration. This consultancy contributes to the Climate Action and Mobility (CAD) Unit of IOM's Regional Office for MENA, in coordination with the IOM Regional Data Hub and UNDP Regional Bureau for Arab States. The project focuses on North African countries enhancing their climate action plans and integrating loss and damage considerations.
Job Purpose
This consultancy aims to support governments in North Africa by developing practical and adaptable approaches to estimate and cost economic and non-economic Loss and Damage. The initiative, a collaboration between IOM and UNDP, will strengthen connections among existing methodologies, datasets, and institutional processes. It will pay particular attention to human mobility, gender-differentiated impacts, and slow-onset events, while acknowledging varying data readiness. The consultancy will also address data-systemic aspects, proposing methods to organize and translate climate risk, disaster loss, and qualitative evidence into policy-relevant estimates and narratives. The developed methodology is intended to bolster the evidence base for future investment planning and climate finance engagement, with a focus on creating a robust methodological framework and illustrative applications.
Responsibilities
The consultant will produce four key deliverables: an Inception Report detailing the scope, methodology, and workplan; a Stocktaking and National Data Ecosystem Assessment Report mapping existing methodologies, country practices, and data availability; an Operational Methodological Framework and Cost Estimation Toolkit providing guidance on estimating economic and non-economic losses, including specific considerations for vulnerable populations and different data readiness levels; and an Illustrative Sector Applications, BTR Integration Guidance, and Final Report. This final deliverable will include sector applications, guidance for reporting in Biennial Transparency Reports (BTRs), recommendations for climate finance, and a comprehensive final report with lessons learned. The consultant will also conduct knowledge-sharing sessions.
Work Experience
A minimum of seven years of relevant professional experience in climate policy, Loss and Damage, adaptation, disaster risk management, climate finance, migration, or displacement is required. Demonstrated experience in developing methodologies, analytical frameworks, or toolkits is essential. Familiarity with climate policy instruments and experience with economic/non-economic Loss and Damage assessments are crucial. Experience integrating gender, population, or mobility considerations is highly desirable.
Skills
Strong analytical, methodological, and technical writing skills are essential. The ability to translate complex climate and data issues into practical guidance is key. Proven ability to work with fragmented datasets and propose pragmatic approaches is required. Strong understanding of quantitative and qualitative evidence, triangulation methods, and expert validation is necessary. Effective coordination and independent work capabilities are also important.
