Organizational Context

The International Organization for Migration (IOM), founded in 1951, is a leading intergovernmental organization dedicated to promoting humane and orderly migration. In the Democratic Republic of Congo (DRC), IOM supports the Ministry of Public Health in strengthening health services at border posts and displacement sites to prevent and respond to public health threats. The organization provides integrated surveillance, disease control training, and risk communication support.

Job Purpose

This role supports the Ministry of Health in the DRC's response to the 17th Ebola virus disease outbreak. The International Organization for Migration (IOM), as a co-lead for the Points of Entry/Control pillar, requires a Risk Communication and Community Engagement (RCCE) Consultant. This position is crucial for managing daily RCCE activities within designated sites, at health checkpoints, and in internally displaced persons (IDP) camps. The consultant will work closely with governmental partners and contribute to the overall epidemic control efforts, ensuring effective communication and community engagement strategies are implemented to mitigate the spread of Ebola and address public health concerns.

Responsibilities

The consultant will lead risk communication and community engagement activities, including home visits and community dialogues, within displacement sites, host communities, and areas surrounding entry/control points. Key duties involve educating displaced persons, host communities, and travelers about Ebola symptoms, prevention, and combating stigma. This includes distributing localized information materials and participating in project data collection and awareness activities in collaboration with local providers and authorities. The role also entails organizing and leading community meetings, fostering collaborative relationships with local actors and partners for effective communication, and supporting the implementation of community engagement strategies with various community groups and leaders.

Work Experience

A minimum of one year of experience in community-based activities within a humanitarian or epidemic context is necessary. Proven knowledge of local languages is essential. Prior experience implementing RCCE activities at Points of Entry/Control is considered an asset.
