Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. The CAPACITY Programme, Pillar I of the Danish Migration Management Programme (2024–2029), funded by Denmark's Ministry of Foreign Affairs, strengthens migration governance in partner governments across North Africa and the Middle East. Job Purpose
This consultancy aims to develop strategic communication, visibility, reporting, and knowledge products for the IOM CAPACITY Programme. The role will support donor engagement, senior-level advocacy, programme positioning, and internal awareness by consolidating, refining, and adapting existing programme materials. The consultant will work under the direct supervision of the Programme Manager, CAPACITY, and in close coordination with IOM Denmark and participating Country Offices. The objective is to enhance programme visibility, communicate results effectively, and facilitate engagement with key stakeholders, including donors, government counterparts, and IOM leadership, ensuring the programme's achievements are clearly articulated and understood across various audiences.
Responsibilities
The consultant will develop strategic presentation products, including a high-level external presentation and dedicated engagement packages. This includes creating country-specific presentation materials for Syria and Lebanon, along with an adaptable framework for other portfolio countries. Programme reporting responsibilities involve developing the CAPACITY Quarterly Flash Update and a Two-Year Programme Summary Report, potentially with tailored versions for different audiences, and providing strategic advice on disseminating information for the programme's second anniversary. Internal communication products will include a presentation for IOM audiences and a briefing package for IOM Denmark communication personnel. Additionally, the consultant will refine and finalize the external CAPACITY programme dashboard for stakeholder engagement and dissemination of updates. All deliverables must be in English and meet agreed quality standards and timelines.
Work Experience
A minimum of five years of relevant professional experience is required in strategic communications, knowledge management, programme reporting, donor reporting, public affairs, policy communications, or editorial work. Demonstrated experience developing high-quality communication products for international organizations, development agencies, or governmental institutions is essential. Proven experience preparing presentations, briefing materials, reports, and stakeholder-facing communication for senior-level audiences is also required. Experience with migration, governance, or development cooperation issues is advantageous.
