Organizational Context
The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. This role supports a project funded by the U.S. Department of State, aimed at combating Trafficking in Persons (TIP) in Lesotho. The project focuses on operationalizing the Victims of Trafficking Trust Fund, which currently lacks standardized procedures for governance, administration, and financing.
Job Purpose
This consultancy aims to develop a comprehensive operationalization framework and Standard Operating Procedures (SOPs) for the Victims of Trafficking Trust Fund in Lesotho. The role will guide the establishment, administration, and effective functioning of the Fund, ensuring it aligns with national legislation and international best practices. The purpose is to create a practical guide for the Fund's governance, management, utilization, and accountability, thereby enhancing victim assistance and protection services. This involves reviewing existing frameworks, assessing capacities, consulting stakeholders, and developing practical tools to make the Fund fully operational and sustainable.
Responsibilities
The consultant will develop an Inception Report detailing methodology and workplan. A Desk Review Report will summarize findings on legislation, policies, and best practices. A Stakeholder Consultation Report will document engagement with relevant parties. The consultant will draft a Trust Fund Operationalization Framework and draft SOPs covering administration, eligibility, disbursement, financial management, monitoring, and accountability. A validation workshop will be organized to present and refine these documents. Finally, the consultant will submit the finalized Operationalization Framework and SOPs, along with a practical operational toolkit including templates and guidance materials.
Work Experience
Requires at least 10 years of experience in developing policies, institutional frameworks, or standard operating procedures. Demonstrated experience in anti-trafficking, victim protection, or related programming is essential. Experience in legal/institutional analysis, stakeholder consultations, and familiarity with Lesotho or Southern Africa are advantageous.
Skills
Strong analytical and drafting skills for policy and procedural documents. Excellent understanding of victim-centred, rights-based, and gender-sensitive principles. Knowledge of governance, accountability, and financial management for trust funds. Excellent facilitation, consultation, and communication skills.
