Job Purpose
This consultancy aims to support Morocco's National Adaptation Plan (NAP) revision by integrating human mobility considerations. Morocco faces significant climate risks impacting livelihoods and territories, which interact with various forms of human mobility. The NAP revision is a strategic opportunity to ensure a coherent, inclusive, and evidence-based approach to human mobility within climate risk analyses, adaptation priorities, governance, and finance. The consultant will build upon existing workshop outcomes and conduct targeted consultations to assess integration modalities and develop a flexible technical package, ultimately contributing to a more resilient and adaptive national strategy.
Responsibilities
The consultant will review Morocco's current National Adaptation Plan (NAP) and its latest revision draft. Key responsibilities include consulting with priority institutions to assess the feasibility of integrating human mobility through a dedicated section, cross-cutting mainstreaming, a hybrid approach, or a technical annex. The consultant will engage with the Ministry and relevant institutions to determine their preferred modality. Based on consultation outcomes, the consultant will prepare and finalize a flexible technical package. If no formal preference is communicated, the consultant will recommend the most feasible approach and develop the corresponding technical package. The results will be disseminated through a national workshop, drawing on the UNFCCC Technical Guide for integrating human mobility and climate change linkages into national climate planning.
Work Experience
A minimum of five years of relevant professional experience in climate change adaptation, disaster risk reduction, migration, or sustainable development. Experience in policy analysis, national planning processes, and stakeholder consultation is essential. Previous experience working with international organizations or UN agencies, particularly on climate change and migration issues in the context of developing countries, is highly desirable.
