Job Purpose
The Monitoring and Evaluation (M&E) Consultant is the primary specialist for the 'Central Asia Safe Migration' project. Based in Bishkek, Kyrgyzstan, the role is crucial for measuring project effectiveness, supporting adaptive management, and enhancing regional M&E collaboration. The consultant will provide direct M&E support in Kyrgyzstan and technical guidance to M&E focal points in Kazakhstan, Tajikistan, and Uzbekistan, ensuring a harmonized regional approach. This position contributes to strengthening monitoring practices and maximizing the positive impact of migration pathways.
Responsibilities
Develop and implement a documented regional M&E approach, including grant components, and ensure alignment of tools, indicators, and methods across Kazakhstan, Tajikistan, and Uzbekistan. Lead M&E plan design and implementation in Kyrgyzstan, consolidating data for regional reports and ensuring data quality, reliability, and disaggregation. Provide technical revision of M&E templates and tools for consistency. Analyze regional data for trends, lessons learned, and recommendations. Maintain a secure project database for Kyrgyzstan, ensuring proper data entry, cleaning, validation, and storage. Generate data reports and dashboards. Conduct capacity development sessions for national M&E focal points. Submit monthly monitoring reports, a final regional M&E report, and contribute to donor reports and comparative analysis of matching grants.
Work Experience
A minimum of 7 years of professional experience in Monitoring and Evaluation (M&E), preferably within migration or international development, is required. Strong experience in M&E framework development and data analysis is necessary. Prior experience with international organizations or UN agencies, and coordinating multi-country projects, is preferred.
