Organizational Context

The International Organization for Migration (IOM) is the leading UN agency for migration, promoting humane and orderly migration and strengthening protection systems. In the Republic of the Marshall Islands (RMI), IOM is implementing a project to enhance national capacity to combat Trafficking in Persons (TIP). This consultancy supports Year 1, focusing on developing a standardized, competency-based training package for frontline agencies.

Job Purpose

This consultancy aims to co-design and deliver a comprehensive, competency-based training package on Counter-Trafficking in Persons (TIP) for frontline agencies in the Republic of the Marshall Islands (RMI). The role involves developing curriculum and materials aligned with RMI's laws and international standards, and facilitating in-person workshops and orientation sessions. The objective is to strengthen the capacity of immigration, police, labour, and health professionals to identify, respond to, and protect victims of TIP in a victim-centred, gender-responsive, and disability-inclusive manner. This initiative will lay the foundation for advanced training in subsequent project years, improving overall TIP response and coordination.

Responsibilities

The consultant will be responsible for developing an inception report detailing a desk review of relevant RMI legislation, action plans, and existing SOPs, along with a proposed curriculum outline and stakeholder engagement plan. This will be followed by the co-design of a draft training curriculum and materials, including session plans, handouts, and RMI-specific scenarios. The consultant will also produce gender-sensitive pocket guides and SOP checklists in English and Marshallese, ensuring their accuracy and cultural appropriateness through NTHT review. A final, validated training package will be developed based on feedback. The role includes facilitating two in-person workshops in Majuro and Ebeye for frontline officers, conducting on-site orientation sessions at key entry points, and submitting a final consultancy report with lessons learned and recommendations.

Work Experience

A minimum of seven years of experience in counter-trafficking, victim protection, or migration governance programming is required. Proven experience in designing and delivering competency-based training for government frontline agencies is essential. Experience in small island or Pacific contexts is desirable.
