National Consultant - Migration Preparedness Needs Assessment And Contingency Planning In Azerbaijan

Organizational Context

The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. This role contributes to the "Strengthening Emergency Preparedness Capacities in Azerbaijan" project, funded by the IOM Development Fund. Azerbaijan faces significant environmental and geopolitical hazards, potentially causing displacement and straining national capacities. The project aims to enhance preparedness and response mechanisms.

Job Purpose

This consultancy supports the "Strengthening Emergency Preparedness Capacities in Azerbaijan" project by contributing to a comprehensive Migration Emergency Preparedness Needs Assessment and the subsequent development of a Contingency Plan. The role is crucial for ensuring these critical documents are evidence-based, gender-responsive, and accurately reflect Azerbaijan's specific context, national priorities, and institutional landscape. By providing technical expertise, contextual insights, and facilitating stakeholder engagement, the consultant will help strengthen Azerbaijan's overall emergency preparedness framework. The findings and outputs will directly inform national response capacities and contingency planning arrangements, ultimately aiming to better manage and mitigate the impacts of potential disasters and displacement.

Responsibilities

The National Consultant will provide technical, contextual, and coordination support to International Lead Consultants for developing a Migration Emergency Preparedness Needs Assessment Report and a Contingency Plan. This includes conducting desk reviews of relevant national legislation, policies, and strategies. The consultant will offer contextual information on national systems, institutional mandates, and local perspectives to ensure the accuracy of the assessment and plan. Key duties involve stakeholder mapping, facilitating engagement with government institutions, emergency actors, local authorities, civil society, and migrant communities, and providing interpretation/translation support. The consultant will also assist in synthesizing stakeholder inputs, drafting technical contributions, facilitating consultations, and revising final products for approval by national authorities and IOM.

Work Experience

Requires 3 years of experience in emergency response or humanitarian programming within Azerbaijan. Demonstrated experience in emergency preparedness, contingency planning, disaster risk management, capacity-building, or developing operational guidance and preparedness frameworks is essential.

Skills

Strong knowledge of national institutional frameworks. Excellent analytical, research, reporting, communication, documentation, presentation, and facilitation skills. Proficient in data collection and analysis (quantitative and qualitative) and stakeholder engagement. Strong knowledge of protection, gender mainstreaming, and GBV risk mitigation. Knowledge of migration governance, displacement, or border management is highly desirable.
