Organizational Context
The International Organization for Migration (IOM), funded by Japan's Ministry of Foreign Affairs, implemented the "Enhancing Border Management Capacity" project from April 2022 to March 2026. Job Purpose
This consultancy involves conducting an external endline evaluation of the "Enhancing Border Management Capacity" project. The primary purpose is to support organizational learning and future program development by independently assessing the project's performance, identifying good practices, lessons learned, and providing actionable recommendations. The evaluation will also ensure accountability to the donor (Ministry of Foreign Affairs of Japan), Government of Pakistan counterparts, IOM management, and other stakeholders. It will examine the project's relevance, effectiveness, efficiency, coherence, impact, and sustainability, considering adaptations made due to the evolving operational and policy context in Pakistan.
Responsibilities
The consultant will deliver a comprehensive endline evaluation. Key responsibilities include: preparing an Inception Report with a detailed methodology and evaluation matrix; completing primary data collection through interviews, focus groups, and document review; presenting preliminary findings to IOM Pakistan; submitting a draft evaluation report addressing all evaluation questions and criteria; and finalizing the evaluation package, including the report, executive summary, evaluation brief, presentations, and a management response matrix. The consultant will also participate in a dissemination event. All deliverables must adhere to IOM's guidelines and quality standards, ensuring data protection and ethical considerations.
Work Experience
A minimum of five years of progressive professional experience in monitoring, evaluation, research, policy analysis, or program assessment is required. Demonstrated experience in conducting independent evaluations for international organizations or government institutions, using OECD-DAC criteria and UNEG standards, is essential. Experience in complex operational environments and stakeholder engagement is also necessary.
Skills
Excellent analytical, critical thinking, and synthesis skills. Proficiency in qualitative and quantitative data collection and analysis. Familiarity with relevant digital data collection and analysis tools. Strong facilitation, interviewing, and stakeholder engagement skills. Ability to work independently and manage deadlines. Excellent English report-writing and presentation skills. Expertise in at least two areas such as immigration and border governance, migration management, institutional capacity development, or protection-sensitive migration.
