Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. The IOM Coordination Office for the North Pacific oversees regional operations, including disaster resilience and humanitarian assistance. This role manages Component 2 of the multi-year COFA READY disaster readiness project in Palau, working under the Chief of Mission and Programme Coordinator.
Job Purpose
The Programme Manager (READY) is responsible for managing, coordinating, and overseeing activities under Component 2 of the COFA READY project in Palau. This involves close collaboration with the Component 2 Programme Coordinator and Head of Programmes to ensure effective project delivery, objective achievement, and compliance with donor and organizational requirements. The role also requires close work with Palau’s National Emergency Management Office (NEMO) and other government counterparts, development partners, and UN agencies to support successful programme implementation and disaster readiness.
Responsibilities
Manage the implementation of the COFA READY project Component 2 in Palau, exercising administrative, operational, and financial oversight. Establish and maintain strong relationships with UN agencies, humanitarian organizations, government (NEMO), the donor, and community stakeholders. Collaborate with NEMO and the donor on priorities, coordinate the design of new activities, and facilitate planning sessions and cross-learning workshops. Oversee the development of yearly workplans, provide operational guidance and technical supervision to staff, and ensure timely reporting to the donor. Monitor progress against objectives, advise on improvements, and coordinate with the M&E Officer. Oversee the production of visibility materials and collaborate with the Procurement and Logistics Unit for timely procurement. Develop and update assessment and monitoring tools, draft SOPs, and oversee data collection and analysis mechanisms. Undertake travel as required for coordination and support.
Work Experience
Extensive experience in disaster preparedness and response programs, community recovery, and capacity building. Proven experience coordinating multi-year, donor-funded projects and managing programs focused on disaster readiness and response. Experience in the North Pacific, organizing high-level consultations, and knowledge of UN and bilateral donor programming are strongly preferred.

Proven ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Strong conceptualization, analytical, and writing skills. Effective communication, organizational, and interpersonal relationship skills. Ability to meet deadlines, work under pressure, and establish partnerships.
