Organizational Context
The International Organization for Migration (IOM) is a UN agency promoting humane migration. The North Pacific Coordination Office manages regional initiatives, including disaster resilience. This role supports the multi-year COFA READY project, specifically Component 2 focused on disaster readiness in the Marshall Islands, working under the Head of Sub-Office.
Job Purpose
The Programme Manager (READY) will oversee and manage the implementation of Component 2 of the COFA READY project in the Marshall Islands. This involves coordinating activities, ensuring effective project delivery, and achieving objectives in disaster readiness. The role requires close collaboration with the RMI National Disaster Management Office, development partners, UN agencies, and other stakeholders to ensure successful project execution and compliance with donor and organizational requirements. The position contributes to strengthening disaster preparedness and response capabilities within the region.
Responsibilities
Manage the implementation of COFA READY Component 2 in RMI, including administrative, operational, and financial oversight. Establish and maintain strong relationships with government counterparts (NDMO), UN agencies, humanitarian organizations, and donors. Coordinate programme design, development, and alignment with priorities, ensuring responsiveness to emerging trends and donor requirements. Develop yearly workplans and facilitate cross-learning with other countries. Provide operational management and technical supervision to staff, guiding programmatic strategy and resource allocation. Ensure timely and quality reporting to donors and stakeholders, monitoring progress against objectives and benchmarks. Oversee procurement, develop and update assessment/monitoring tools, and draft SOPs as needed. Manage data collection and analysis mechanisms, and undertake necessary travel for coordination and support.
Work Experience
Extensive experience in disaster preparedness and response programs, community recovery, and capacity building. Proven experience coordinating multi-year, donor-funded projects with strong collaborative relationships. Demonstrated success in managing disaster readiness programs. Experience in the North Pacific and organizing high-level consultations/workshops is preferred. Knowledge of UN and bilateral donor programming is essential.
