The Senior Programme Associate role sits within the Programme Development Support Unit (PDSU), reporting to the Programme Support & Donor Liaison Officer and overall to the Deputy Chief of Mission.
Job Purpose
The Senior Programme Associate - Programme Development Support Unit (PDSU) is responsible for contributing to the identification, design, and development of new programmes and projects for IOM Libya, including support for the Benghazi Sub-Office. This involves assisting with needs assessments, data analysis, stakeholder consultations, and drafting concept notes and proposals. The role ensures alignment with donor priorities and IOM Libya's strategic objectives. Additionally, it supports project cycle management, reporting, donor liaison, programme/resource management, knowledge management, compliance documentation, and provides technical support to programme units using corporate tools like PRIMA and frameworks like SRF.
Responsibilities
Key responsibilities include supporting the identification, design, and development of new programmes and projects through needs assessments, data analysis, and proposal drafting, ensuring alignment with donor priorities and strategic objectives. The role involves coordinating project development processes, ensuring timely preparation of reports and documentation in compliance with IOM and donor standards. Maintaining effective relationships with donors, government counterparts, and partners is crucial for communication and follow-up on project revisions. The Associate will contribute to programme and resource management by monitoring budgets and tracking project progress. Providing technical and administrative support to programme units, including capacity building on project development and corporate tools, is also a core duty. The role supports the integration of institutional frameworks like SRF and assists with knowledge management, documentation, and compliance processes. Duty travel may be required.
Work Experience
Required experience includes project development, project cycle management, reporting, donor liaison, and partnership support. Experience in preparing concept notes, proposals, and project documentation is essential. The role requires experience coordinating with governmental authorities, donors, UN agencies, and other institutions. Experience supporting programme/resource management functions, including budget monitoring and compliance, is also necessary. Prior work in international humanitarian organizations within a multicultural setting is advantageous.
Skills
Strong drafting, analytical, and coordination skills are essential for synthesizing information into project development products. Knowledge of donor programming, reporting requirements, and project revision processes is required. Familiarity with project cycle management, results-based management, risk management, and compliance documentation is necessary. The ability to support budget monitoring and track project progress is important. Proficiency in using corporate tools and frameworks like PRIMA and SRF is also required.
