Job Purpose
This role is designed to provide essential administrative and financial support to programs managed through implementing partners (IPs) and grants recipient entities (GREs). The incumbent will work under the direct supervision of the National IP & Grants Compliance Officer and the overall supervision of the Senior Resources Management Officer. The primary objective is to ensure the effective and compliant implementation of programs by providing robust support in assessing partner capacities, reviewing proposals and budgets, monitoring financial activities, and verifying expenditures. This function is critical for maintaining financial integrity, ensuring adherence to donor requirements, and supporting the successful delivery of IOM's migration-related initiatives.
Responsibilities
The Senior IP & Grants Compliance Associate will support the National IP & Grants Compliance Officer in assessing the capacity, governance, and financial systems of potential implementing partners and grant recipients. This includes conducting field visits to document observations and reporting findings. The role involves assisting in the review of project proposals and budgets for reasonableness and market alignment. Responsibilities also include maintaining agreement documentation, supporting the development of financial tracking systems, and monitoring expenditure against budgets. The associate will review financial reports for accuracy, eligibility, and proper documentation, and verify procurement transactions against IOM regulations. Additionally, the role may involve ad hoc translation and other assigned duties.
Work Experience
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is essential. Previous experience with SAP is a distinct advantage. Experience working with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting is also beneficial. Key attributes include strong attention to detail and the ability to organize paperwork methodically.
Skills
Knowledge of financial rules, grant compliance procedures, and donor reporting requirements. Strong analytical and documentation review skills with a keen attention to detail.
