Consultant - Prevention-Oriented Intelligence-Led Policing (ILP) And Community Policing Capacity Development

Organizational Context

The International Organization for Migration (IOM), a UN agency since 1951, promotes humane and orderly migration. IOM Iraq, within its Peace, Recovery, and Solutions Division, specifically the Community Engagement and Policing Unit, is implementing the "Supporting Community Engagement and Policing in Iraq – Phase II" project. This project aims to enhance public trust in Iraqi security institutions by improving accountable and community-responsive policing, particularly in areas of return and border regions.

Job Purpose

This consultancy provides specialized technical expertise to bolster Intelligence-Led Policing (ILP) capacity within Iraq's Ministry of Interior (MoI) under the "Supporting Community Engagement and Policing in Iraq – Phase II" project. The role is crucial for developing and implementing prevention-oriented ILP approaches, which are currently lacking within IOM Iraq. The consultant will design and deliver training, develop assessment frameworks, and create Standard Operating Procedures (SOPs) to enhance the MoI's ability to use data and intelligence for evidence-based, preventive policing. This initiative directly supports the project's objective of increasing the legitimacy and accountability of security agencies by professionalizing police and border guards and integrating community engagement strategies, ultimately strengthening stabilization efforts and community-level safety.

Responsibilities

The consultant will deliver a Training of Trainers (ToT) and cascade training on data management and risk analysis using prevention-oriented Intelligence-Led Policing (ILP) approaches for Ministry of Interior (MoI) officers. This includes mentoring newly trained trainers to deliver subsequent training sessions and ensuring quality assurance. Additionally, the consultant will conduct an institutional capacity assessment of the MoI to develop a structured data management and community risk analysis framework, providing detailed recommendations. Finally, the consultant will develop Standard Operating Procedures (SOPs) for the Community Policing Directorate to operationalize data management and risk analysis techniques, fostering inter-agency coordination and improving information sharing on community safety concerns.

Work Experience

Requires experience in implementing Intelligence-Led Policing (ILP), crime data analytics, and advising police/security institutions on ILP systems, preferably in Iraq. Experience in police transformation, capacity development, community policing models, and advising government bodies on security reforms is essential. Proven ability to deliver technical training and operate in complex environments, particularly in the MENA region, is also necessary.
