Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. The EU4Migration in Albania project supports effective, EU-aligned border and migration management systems, contributing to Albania's National Strategy on Migration and its commitment to improving asylum processes. This consultancy supports the Ministry of Internal Affairs in implementing migration policies and achieving EU accession benchmarks.
Job Purpose
This consultancy aims to advance the implementation of Albania's National Strategy on Migration (NSM) and its Action Plan (AP) by providing seconded support to the Ministry of Internal Affairs (MoIA). The role will assist the Technical Secretariat on Migration (TSM) in monitoring, coordinating, and reporting on the NSM and AP. Key contributions include preparing technical input on migration policies, supporting MoIA in meeting Chapter 24 closing benchmarks, enhancing coordination efforts for migration, border, and return management, and contributing to policy and strategic development. The consultant will also support institutional memory by documenting workflows and providing other requested assistance to the relevant directorates.
Responsibilities
The consultant will provide technical input for the ongoing review of the NSM/AP implementation, gathering data on EU best practices in migration and asylum relevant to Albania's EU accession. Administrative support will be provided for coordinating partner initiatives related to NSM implementation, including correspondence, communication, and documentation. The role involves contributing to the preparation of technical documents such as analyses, reports, and action plans, and supporting the monitoring and evaluation of migration policies. Additionally, the consultant will assist in developing communication strategies and awareness campaigns, draft policy briefs and visibility materials for the TSM, and participate in debriefing meetings. Monthly reports detailing activities, accomplishments, and challenges are required.
Work Experience
A minimum of five years of relevant professional experience is required. Experience in migration, asylum, public administration, policy development, or institutional development is preferable. Knowledge of EU migration standards and international practices, experience engaging with local authorities, and prior work with UN agencies or EU-funded projects are also desirable.
Skills
Excellent analytical, communication, and report-writing skills in Albanian and English. Strong interpersonal and intercultural skills with a keen attention to detail. Ability to maintain accuracy and confidentiality in performing responsibilities.
