Organizational Context

IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. IOM Ireland, operating since 2001, supports various migration management areas, including Immigration and Border Governance (IBG). This role, under the Chief of Mission, manages IBG projects, collaborating with donors and stakeholders to oversee project development, implementation, and operations across multiple sites.

Job Purpose

The National IBG Officer is responsible for the management of Immigration and Border Governance (IBG) Unit projects in Ireland. This involves direct supervision by the Chief of Mission and collaboration with various IOM units. The role requires accountability for project management, including financial, logistical, administrative, and technical aspects, ensuring alignment with IOM policies and donor agreements. The incumbent will oversee the entire project lifecycle, from development and roll-out to regular operations, while fostering collaboration with donors, partners, and stakeholders. The position also contributes to the mission's strategic development and ensures effective coordination and implementation of IBG activities.

Responsibilities

Coordinate the overall implementation of IBG projects in Ireland, managing financial, logistical, administrative, and technical aspects according to IOM policies and donor agreements. Monitor project progress, document results, identify deviations, and implement corrective actions. Promote the integration of cross-cutting issues like gender and protection into projects. Develop monitoring and evaluation tools, contribute to information management, and create awareness materials. Identify project development opportunities and contribute to proposal drafting. Participate in the Senior Management Team to foster synergies and identify new opportunities. Develop and adjust methodologies and standard operating procedures. Coordinate the elaboration and dissemination of reports for donors and stakeholders. Liaise with government entities, partners, UN agencies, and donors. Plan and deliver capacity-building activities for staff and partners. Supervise IBG Unit team members, ensuring productivity, adherence to regulations, and professional development. Undertake duty travel as required and perform other assigned duties.

Work Experience

Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience in project management with budgets over EUR 2 million and leading multinational teams exceeding 12 persons is necessary. Experience working with vulnerable groups such as migrants, refugees, or victims of trafficking is essential. Prior experience in IBG or with international humanitarian organizations in a multicultural setting is advantageous.

Skills

In-depth knowledge of immigration policies and regulations. Understanding of the Irish asylum system. Familiarity with UN and bilateral donor programming. Knowledge of UN financial, administrative, and human resources rules and regulations.
