Job Purpose
The National LMI Officer is responsible for the overall management and implementation of Labour Migration and Integration (LMI) Unit projects in Ireland. This involves overseeing financial, logistical, administrative, and technical aspects, ensuring alignment with IOM policies and donor requirements. The role requires close collaboration with the Chief of Mission, relevant IOM units, donors, and diverse stakeholders. Key functions include monitoring project progress, identifying and addressing implementation challenges, developing monitoring and evaluation tools, and contributing to project development and proposal writing. The officer will also play a role in information management, awareness-raising, and representing IOM in relevant forums, while also supervising and developing the LMI Unit team to ensure effective project delivery and adherence to organizational standards.
Responsibilities
Coordinate the implementation of LMI projects in Ireland, managing financial, logistical, administrative, and technical aspects according to IOM policies and donor agreements. Monitor project execution against work plans, document results, identify deviations, and implement corrective actions. Promote the integration of cross-cutting issues like gender and protection into projects. Develop monitoring, evaluation, and reporting tools, and contribute to information management and visibility efforts. Identify opportunities for new project development and contribute to proposal writing. Participate in the mission's Senior Management Team to foster synergies and identify new opportunities. Develop and adjust methodologies and standard operating procedures in consultation with relevant parties. Coordinate the preparation and submission of reports to donors and stakeholders. Liaise with government entities, partners, UN agencies, and other stakeholders. Plan and deliver capacity-building activities for staff, partners, and government officials. Supervise and manage the LMI Unit team, ensuring productivity, adherence to regulations, and staff development. Undertake duty travel as required and perform other assigned duties.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience in project management with budgets over EUR 2 million and leading multinational teams exceeding 12 persons is necessary. Experience working with vulnerable groups such as migrants, refugees, or victims of trafficking is essential. Prior experience in Labour Migration and Integration (LMI) and working in international humanitarian organizations or multi-cultural settings is advantageous.
Skills
In-depth knowledge of immigration policies and regulations. Understanding of the Irish asylum system. Familiarity with UN and bilateral donor programming. Knowledge of UN financial, administrative, and human resources rules and regulations.
