Organizational Context

The International Organization for Migration (IOM) in Indonesia, established over four decades ago, is a significant UN agency focused on promoting humane and orderly migration. It implements diverse programs in collaboration with government, civil society, and private sector partners. The Labour Mobility and Counter-trafficking Unit specifically supports the Government of Indonesia, including the Anti-Trafficking Task Force (ATTF), in combating human trafficking and assisting victims.

Job Purpose

This consultancy role is crucial for strengthening Indonesia's anti-trafficking efforts by supporting the development of the National Action Plan (NAP) for the Task Force on Trafficking in Persons for the 2025–2029 period and its National Referral Mechanism (NRM) with Standard Operating Procedures (SOP). The consultant will provide technical expertise, facilitate stakeholder consultations, and ensure the action plan and NRM are evidence-based, aligned with national priorities and international standards, and ready for effective implementation. This aims to enhance coordination, improve case handling, and streamline victim referrals at both national and local levels, addressing critical gaps identified post-transition of the task force's leadership.

Responsibilities

The consultant will conduct institutional mapping and policy reviews to identify roles, mandates, and gaps within the Anti-Trafficking Task Force. Responsibilities include assessing and consolidating proposed action plans from ministries/agencies, ensuring integration of key cross-cutting issues. A draft NAP matrix for 2025-2029 will be developed with clear objectives, indicators, actions, and responsibilities. The consultant will also support the NAP validation process through consultations and facilitate the development of a national referral mechanism and SOPs, referencing IOM guidance and international best practices. Finalization of the NAP and NRM SOP based on feedback is required, along with mapping and developing a directory of victim support services.

Work Experience

Proven experience in monitoring and evaluation of development programs, particularly in migration or refugee contexts, is essential. Experience in conducting assessments, surveys, and data analysis is required. Familiarity with the Asia region, especially Indonesia, and experience working with vulnerable communities are preferred.

Skills

Strong organizational and communication skills (written and spoken). Excellent interpersonal skills for effective stakeholder engagement. Ability to collect, analyze, and report data clearly. Proficiency in Microsoft Office and data analysis tools. Attention to detail, discretion, and a client-oriented approach. Ability to write concise reports and work independently with minimal supervision.
