National Consultant On Development Of Simulation-Based Training Modules On Ethical Recruitment, Online Fraud And Cybercrime Prevention

Organizational Context

The International Organization for Migration (IOM), a UN agency established in 1951, promotes humane and orderly migration. IOM Kazakhstan, in partnership with the Ministry of Internal Affairs, is implementing a program to enhance safe labour migration and migrant protection. This consultancy supports the development of innovative simulation-based training tools to combat online fraud and unethical recruitment practices.

Job Purpose

The purpose of this consultancy is to develop two interactive simulation-based training modules. One module is designed for prospective migrant workers to equip them with skills to identify, prevent, and respond to online fraud, cyber-enabled recruitment scams, and unethical recruitment practices. The second module is for Ministry of Internal Affairs representatives and frontline specialists, focusing on fraud typologies, cybercrime prevention, victim identification, investigation support, and migrant protection mechanisms. These modules will utilize realistic simulations based on actual cases and typologies to enhance practical learning and prevention efforts.

Responsibilities

The consultant will personally lead the development of simulation-based training modules for prospective migrant workers and Ministry of Internal Affairs specialists. This includes researching relevant legislation and policies, conducting stakeholder consultations, and identifying key fraud typologies and risks affecting migrants in Kazakhstan. The consultant will design the training architecture, including methodology, learning objectives, and assessment approaches. Responsibilities also encompass developing interactive simulation scenarios based on identified fraud typologies, covering topics such as ethical recruitment, online job advertisement fraud, identity theft, financial fraud, and reporting mechanisms. The consultant will validate and finalize all training products, including facilitator guides and user manuals, ensuring alignment with international ethical recruitment principles and Kazakhstan's legal framework.

Work Experience

A minimum of five years of relevant professional experience is required in areas like cybercrime prevention, fraud prevention, ethical recruitment, or migration governance. Experience in behavioral learning design, curriculum development, or simulation-based learning is also necessary. Experience working with law enforcement, government agencies, or international organizations is highly desirable, as is demonstrated knowledge of migration challenges and online fraud risks in Kazakhstan.
