In Kazakhstan, IOM supports the sustainable reintegration of returned migrants from the UK Seasonal Worker Scheme, addressing challenges like limited economic opportunities and access to services. This role contributes to strengthening national reintegration systems and policy dialogue.
Job Purpose
This National Consultant role aims to enhance the sustainable economic reintegration of returned Kazakhstani migrants from the UK Seasonal Worker Scheme. The purpose is to deliver crucial financial literacy and business development training, provide technical assistance for grant applications and implementation, and develop analytical products on effective reintegration practices. The consultant will also facilitate a National Dialogue on Sustainable Reintegration, engaging key stakeholders to institutionalize reintegration support within national migration governance frameworks. The ultimate goal is to empower returned migrants with the skills and resources needed for sustainable livelihoods and to inform policy for improved reintegration outcomes.
Responsibilities
The consultant will lead core technical tasks, including reviewing and adapting financial literacy materials, and delivering training sessions covering budgeting, savings, debt management, and entrepreneurship basics. They will develop and deliver business planning training, provide individual coaching to grant applicants, and participate in the screening and selection process for grants. Post-award, the consultant will offer ongoing support and monitoring to selected grantees. Additionally, the consultant will conduct an analytical report on sustainable reintegration practices in Kazakhstan, examining existing mechanisms, barriers, and potential models for service delivery. They will also support the design and facilitation of a National Dialogue on Sustainable Reintegration, presenting findings and developing recommendations for stakeholders.
Work Experience
At least five years of relevant professional experience is required in areas such as financial literacy, entrepreneurship development, business consulting, reintegration programming, or economic inclusion. Experience in adult learning, SME support, grants evaluation, policy analysis, and facilitating multi-stakeholder consultations is essential. Knowledge of migration and reintegration issues in Kazakhstan is highly desirable.
Skills
Strong facilitation, presentation, analytical, report-writing, stakeholder engagement, and communication skills. Ability to work independently, meet deadlines, and maintain professionalism and integrity. Demonstrated experience in designing and delivering financial literacy and business development training, entrepreneurship support, and reintegration programming.
