Organizational Context
The International Organization for Migration (IOM) in the Philippines seeks a National Migration Health Informatics Officer based in Manila. This role operates under the direct supervision of the Migration Health Informatics Manager and the overall supervision of the Global HAP Coordinator. The position is integral to the Migration Health Informatics (MHI) Unit, managing the Software Solutions Team.
Job Purpose
The National Migration Health Informatics Officer is responsible for managing the activities and services of the Software Solutions Team within the MHI Unit. This includes providing domain expert review and advice, business analysis, software quality verification, data management, training, and user support. The role serves as the business lead for medical information system projects and represents IOM as an MHI subject matter expert in technical discussions regarding system interfaces with external partners. The officer ensures the effective operation and development of IOM's health information systems to support migration health assessment activities.
Responsibilities
Key responsibilities include managing and coordinating the Software Solutions Team, acting as the team lead delegated by the MHI Manager. This involves representing IOM in technical discussions with external partners as a medical systems subject matter expert. The officer will plan and coordinate the delivery and support of new and existing software and interfaces essential for IOM's migration health assessment activities, evaluating and approving product features and system workflows. Responsibilities also encompass leading Health Systems Analysts in rolling out new software initiatives, organizing networks of medical subject matter experts, and managing resource allocation within the team. Data management duties involve providing expert advice on data quality issues, reviewing data collection and reporting procedures, and ensuring compatibility with IOM health systems. Medical systems design includes evaluating needs for new solutions, reviewing and approving designs for software components, and leading the development of business requirements. Software product quality verification involves planning and monitoring testing activities, leading user acceptance testing, and establishing systems for monitoring end-user issues. The role also includes establishing documentation standards, planning and evaluating training initiatives, and providing technical and administrative oversight for the team's projects.
Work Experience
Required experience includes specialized understanding of medical, public health, and statistical terminology, coupled with IT disciplines, to bridge health and information technology needs. Experience in developing and implementing training courses on health information systems using various modalities is essential. The role requires the ability to convey technical material into clear documentation for non-technical audiences and experience in health information systems project management and team supervision. PRINCE2 certification is considered an advantage.
Skills
Strong analytical skills to interpret medical information management needs and translate them into application requirements. Excellent technical writing, editing, and content organization skills, with familiarity in documentation management, revision control, and indexing. Knowledge of MS SQL, Visual Studio, Access, Excel, PowerPoint, Publisher, Project, Frontpage, and Adobe Acrobat is required.
