Regional Ethics And Integrity Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related organization dedicated to promoting humane and orderly migration. The Ethics and Conduct Unit (ECO), within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), is central to strengthening IOM's integrity culture through policy, advisory services, training, and support on ethical issues and Standards of Conduct.
Job Purpose
The Regional Ethics and Integrity Officer will support the Ethics and Conduct Unit (ECO) in its mission to foster a culture of integrity, transparency, and accountability across IOM. This role is crucial for providing impartial policy guidance, advisory services, and training on ethical matters and IOM's Standards of Conduct to personnel within the assigned region. The officer will play a key part in promoting a speak-up culture, protecting staff against retaliation, and managing the annual conflict of interest disclosure program, thereby contributing to a respectful and supportive workplace environment.
Responsibilities
The Regional Ethics and Integrity Officer will serve as the primary ethics focal point for the Regional Office for East, Horn and Southern Africa, ensuring effective communication with HQ and other offices. Responsibilities include conducting preliminary assessments of retaliation complaints, monitoring international administrative law and policy developments, and contributing to the review and drafting of ethics-related policies. The role involves advising management and staff on ethical matters, identifying regional ethics trends and risks, and adapting guidance accordingly. Additionally, the officer will lead the design and implementation of a regional ethics capacity-building strategy, develop and deliver ethics trainings, promote conflict-of-interest disclosures, and contribute to ECO’s knowledge management tools and reporting initiatives.
Work Experience
Required experience includes work in Ethics, Legal, Investigations, Compliance/Oversight, or Dispute Resolution, preferably within a public international organization. Experience in reviewing misconduct allegations, policy analysis, providing ethics advice, and managing case work is essential. The role also requires experience in delivering training, outreach, and capacity building, handling a diverse workload, and ideally, field experience within IOM.
Skills
Strong analytical and problem-solving skills for complex ethical issues. Ability to handle and resolve ethical matters at organizational and individual levels with integrity, discretion, and impartiality. Excellent written and oral communication skills, with the ability to liaise effectively with diverse counterparts. Resourcefulness in managing commitments, prioritizing tasks, and meeting deadlines. Formal training or specialization in international administrative law, employment law, or litigation is also noted.
