Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It operates globally, collaborating with governments and partners to save lives, protect displaced persons, and facilitate legal migration pathways. The Ethics and Conduct Unit (ECO), within the Office of Ethics and Prevention of Sexual Exploitation and Abuse and Sexual Harassment (OEP), is central to strengthening IOM's integrity culture through policy, advice, and training.

Job Purpose

The Chief of the Ethics and Conduct Unit (ECO) is responsible for managing the unit's team, work program, and resources under the direct supervision of the Director of OEP and overall supervision of the Director General. This role is pivotal in strengthening IOM's culture of integrity by leading policy development, providing advisory services, and implementing training initiatives. The Chief ensures the effective delivery of ECO's core responsibilities, including impartial policy guidance, global outreach, promoting a speak-up culture, whistleblower protections, and managing the annual disclosure program, all contributing to upholding ethical standards and accountability across the organization.

Responsibilities

The Chief of ECO will lead the development and promotion of a robust ethics framework, advising on ethical dimensions of institutional policies. Responsibilities include advocating for ethical behavior, managing the provision of guidance on ethical matters, and overseeing the implementation and review of the Protection Against Retaliation policy. The role involves designing and executing training programs to raise awareness and encourage a speak-up culture. Additionally, the Chief will manage ECO's annual disclosure program, track and report on institutional ethics data, manage ECO's personnel and resources, and liaise with relevant stakeholders. Promoting knowledge sharing, monitoring best practices, and leading innovations in ethics are also key duties.

Work Experience

Requires advanced understanding and experience in Ethics, Law, Compliance/Oversight, and/or Dispute Resolution, preferably within international organizations or humanitarian agencies. Experience with organizational ethics, including policies, integrity programs, culture change, and communication strategies is essential. Direct experience with ethical decision-making, casework, general ethics advice, conflicts of interest, financial disclosure, and protection against retaliation is also required.
