Job Purpose

The Emergency Response Civil Engineer (WASH) will be responsible for assessing, designing, and supervising the implementation of emergency water, sanitation, and drainage (WASH) infrastructure in response to crises in the Bolivarian Republic of Venezuela. This role is crucial for ensuring the provision of safe and adequate WASH facilities for affected populations, including internally displaced persons and migrants in temporary shelters and communities. The position contributes directly to IOM's humanitarian assistance mandate by saving lives, protecting vulnerable individuals, and facilitating solutions to displacement through the rehabilitation and construction of essential WASH services, thereby mitigating public health risks and improving living conditions.

Responsibilities

Conduct rapid and detailed technical assessments of WASH infrastructure in affected areas. Design, plan, and supervise the construction, rehabilitation, and maintenance of emergency WASH facilities, including water supply systems, sanitation units, and drainage. Oversee the installation and operation of temporary WASH solutions, ensuring compliance with humanitarian standards and public health requirements. Prepare technical specifications, drawings, bills of quantities, and cost estimates. Monitor the quality and continuity of water supply, promoting safe water treatment and quality control. Coordinate with education authorities for WASH facility rehabilitation in schools. Supervise contractors and technical personnel, ensuring adherence to quality, safety, and schedule. Identify and mitigate public health, protection, and inclusion risks related to WASH interventions. Participate in sectoral planning and coordination with stakeholders. Collect, analyze, and report on construction progress, WASH indicators, and operational challenges. Support hygiene promotion and capacity-building initiatives for communities and local stakeholders. Ensure interventions incorporate resilience, sustainability, and disaster risk reduction principles.

Work Experience

Experience in coordinating with government authorities, UN agencies, NGOs, and communities. Experience working with vulnerable groups such as migrants and internally displaced persons. Prior experience with international humanitarian organizations in a multicultural setting is advantageous. Relevant professional experience in designing, constructing, or rehabilitating water, sanitation, or civil infrastructure, particularly in humanitarian emergencies or disaster response, is highly desirable.

Skills

Strong knowledge of WASH standards (Sphere, WHO, UNICEF). Technical expertise in water supply systems, sanitation solutions, and drainage. Ability to interpret engineering drawings and specifications. Proficiency in AutoCAD, Civil 3D, or GIS is an asset. Strong technical report-writing skills in English and Spanish. Excellent coordination, problem-solving, and stakeholder engagement abilities. Knowledge of Protection, Gender, Inclusion, and AAP within WASH. Ability to work under pressure in emergency contexts. Willingness to travel frequently to field locations.
