Job Purpose
The National Project Officer (AVR Operations) is responsible for supporting the overall management of the Global Assisted Voluntary Return (GAVR) Program in Costa Rica. This involves coordinating and monitoring operational, administrative, and financial aspects of the project, ensuring compliance with IOM policies and donor requirements. The role contributes to the effective implementation of AVR activities, data management, reporting, and stakeholder coordination, ultimately supporting IOM's mission to assist migrants and promote orderly migration.
Responsibilities
Key responsibilities include assisting in the coordination and monitoring of the GAVR project's operational, administrative, and financial aspects, ensuring adherence to IOM policies and donor requirements. The role involves keeping supervisors informed of project status, identifying implementation gaps, and proposing solutions. Responsibilities also include contributing to work plans, budgets, and M&E tools, coordinating data collection and analysis, and updating information management systems. The officer will ensure Cash-Based Interventions (CBI) align with IOM standards, supervise the M&E component, and coordinate timely project reporting. Liaising with donors, partners, UN agencies, and government counterparts is crucial, as is contributing to capacity-building activities and proposal development. The role includes supervising project staff, undertaking duty travel, and performing other related duties as required.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, internally displaced persons, and victims of trafficking is essential. Prior experience with international humanitarian organizations or governmental/non-governmental institutions in a multicultural setting is advantageous.
Skills
Proficiency in migration management. Strong skills in Excel tools, database creation, and interactive data sharing systems. Ability to coordinate, engage peers, and create joint workflows. Competencies in inventory and logistics management, process and systems oversight, risk management, compliance, and data analysis and reporting.
