Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. This role sits within IOM Costa Rica, under the supervision of the Head of Programs and the Protection Coordinator.

Job Purpose

The National Project Officer AVR (Assisted Voluntary Return Program Protection) is responsible for supporting the overall management of the Global Assisted Voluntary Return Program (GAVR) in Costa Rica. This involves assisting in the coordination and monitoring of operational, administrative, and financial aspects of the project, ensuring alignment with IOM policies and donor requirements. The role contributes to the effective implementation of the GAVR by identifying gaps, suggesting improvements, and ensuring the transversalization of a protection approach. It also involves coordinating data collection, reporting, and liaising with various stakeholders to facilitate the program's success and support migrants.

Responsibilities

Coordinate and monitor the operational, administrative, and financial aspects of the GAVR project, adhering to IOM policies and donor requirements. Maintain open communication with the supervisor regarding project status, identifying challenges and proposing solutions. Contribute to the development of work plans, budgets, and monitoring tools. Manage the collection, verification, and analysis of project data, updating information systems and social media. Ensure the protection approach is integrated into GAVR activities and supervise case management systems. Prepare and disseminate project reports accurately and on time. Liaise with donors, partners, UN agencies, local authorities, and government counterparts. Support the planning and delivery of capacity-building activities for staff, partners, and communities. Attend relevant meetings and forums, and proactively identify and mitigate protection risks. Provide training and technical guidance to project staff and undertake necessary duty travel for project implementation and monitoring.

Work Experience

Experience is required in liaising with governmental authorities, international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, and victims of trafficking is essential. Prior experience in a multicultural setting with international humanitarian organizations or government institutions is advantageous.

Skills

Knowledge of migration management, strong skills in MHPSS, supervisory leadership, policy and SOP development, coordination and communication, risk assessment, and protection advocacy.
