Organizational Context

IOM, a UN-related agency established in 1951, promotes humane and orderly migration by providing services and advice. Following the 2026 Caracas earthquakes, IOM is implementing a multisectoral emergency response project in Venezuela. This project ensures timely vital assistance, including a dedicated Protection component (risk mitigation and specialized services), delivered directly and through partners in affected states. This consultancy supports the Protection component.

Job Purpose

The primary purpose of this consultancy is to ensure that the emergency response in Venezuela, following the 2026 Caracas earthquakes, is implemented in full compliance with applicable protection standards across all activities and sectors. The selected consultant will play a crucial role in supporting the comprehensive implementation, diligent monitoring, and effective follow-up of protection activities within their assigned geographical area. This encompasses providing direct accompaniment to mobile protection teams, meticulously overseeing the performance of implementing partners, actively contributing to the strengthening of prioritized state institutions, and systematically mainstreaming protection principles across other vital response sectors such as Camp Coordination and Camp Management (CCCM), Water, Sanitation and Hygiene (WASH), Health, and Mental Health and Psychosocial Support (MHPSS). Ultimately, this role is instrumental in mitigating protection risks and ensuring that affected populations receive timely and appropriate access to specialized protection services.

Responsibilities

The consultant will directly implement critical protection activities, actively participating in community outreach, site visits, and executing initiatives for risk prevention, child protection, elderly and disabled protection, gender-based violence (GBV) prevention and response, and anti-trafficking efforts. This includes supporting the dignified distribution of protection-linked in-kind assistance. A core duty involves providing technical accompaniment and rigorous monitoring to implementing partners, ensuring the quality of interventions aligns with minimum protection standards, identifying capacity-building needs, and verifying effective application of case management, data protection, and informed consent procedures. The role is crucial for mainstreaming protection, gender, age, and diversity principles across all sectoral interventions (CCCM, WASH, Health, MHPSS), ensuring activities are risk-mitigating and support Accountability to Affected Populations (AAP). Responsibilities also include identifying and documenting protection risks and service access barriers, activating secure and timely referral pathways to specialized services, and continuously mapping available resources. The consultant will support the establishment and functioning of safe spaces and information points, strengthen prioritized state institutions, and maintain constant coordination with IOM's Protection Unit and project coordination. Regular, comprehensive reporting on progress, findings, risks, and recommendations, ensuring strict adherence to humanitarian principles, IOM protection policies, and 'Do No Harm' guidelines, is mandatory.

Work Experience

At least one year of experience implementing humanitarian and/or protection activities with vulnerable communities is required. Knowledge of protection issues (GBV, child protection, and/or human trafficking), referral pathways, and protection monitoring is essential. Experience in emergency or disaster response, working with UN agencies, international organizations, or public protection systems, and facilitating group or community training activities is desirable.
