Job Purpose

The Protection from Sexual Exploitation, Abuse, and Sexual Harassment (PSEAH) Officer in IOM Iraq is responsible for overseeing and managing the organization's PSEAH prevention and response efforts, adhering to a victim-centered approach. This role directly supports IOM's commitment to addressing PSEAH as a priority, aligning with UN and Inter-Agency Standing Committee (IASC) strategies. The officer will contribute to IOM's five key PSEAH pillars: Leadership and Organizational Culture, Institutional Accountability and Transparency, Capacity-Development, Training, and Communication, Quality and Accessible Victim Assistance, and Partnership and Coordination. The position requires close collaboration with the Chief of Mission, Regional PSEAH Officer, global PSEAH Unit, and country-level thematic specialists, while also actively participating in the inter-agency PSEA Network.

Responsibilities

The PSEAH Officer will coordinate the development of an operational PSEAH Work Plan, ensuring its integration into IOM Iraq's Country Strategy and project development. This includes mainstreaming PSEAH into programming, monitoring, evaluation, and budgeting, and liaising with donors. The role involves active participation in inter-agency PSEA Network activities, such as developing collective work plans and Standard Operating Procedures for complaint mechanisms. Data collection, analysis, and reporting on PSEAH efforts will be crucial. Prevention duties include conducting risk assessments, developing and delivering PSEAH training for IOM personnel and partners, and implementing communication strategies to raise awareness and promote understanding of prohibited behaviors. Response functions involve contributing to the development of victim assistance pathways, referring victims/survivors to services, and monitoring risks associated with disclosures, ensuring coordination with regional and global case management teams.

Work Experience

Requires professional experience in sexual exploitation and abuse (SEA), sexual harassment (SH), protection, child protection, gender-based violence (GBV), accountability to affected populations (AAP), gender mainstreaming, or humanitarian affairs. Experience in managing SEA/SH, child protection, or GBV cases is essential. Proven coordination experience within the UN system and with interagency partners, including governments, NGOs, and communities, is necessary. Experience in developing and facilitating trainings, conducting risk assessments, proposal development, and creating standard operating procedures is also required.

Skills

Demonstrated ability to work across diverse sectors and teams on cross-cutting themes. Strong written and oral communication skills for effective representation and liaison. Ability to organize work independently, prioritize under pressure, manage multiple tasks, and maintain attention to detail. Capacity to work with affected individuals with empathy, sensitivity, and a victim-centered approach. Knowledge of IOM's PSEAH and Ethics framework, strategies, policies, and regulations. Ability to maintain strict confidentiality.
