Organizational Context
The International Organization for Migration (IOM) seeks a National Data Analytics Officer in Manila, Philippines. This role operates within the Migration Health Informatics (MHI) team, supporting the Health Assessment Programme (HAP) Global Support Unit. The position contributes to managing data quality, reporting, and research for global medical field operations, utilizing data warehouses and business intelligence tools.
Job Purpose
The National Data Analytics Officer is responsible for managing the HAP Data Quality, Data Reporting, and Research teams within the MHI Unit. This role supports the implementation and management of migration health data warehouses, crucial for MHD periodic statistical reporting, publication, operational performance analysis, and health indicator monitoring. The incumbent will significantly contribute by providing modern business intelligence (BI), data analysis, and presentation tools, such as dashboards, for use by IOM missions, external partners, and the public, thereby enhancing data-driven decision-making and operational efficiency across worldwide medical field operations.
Responsibilities
Key responsibilities include programmatic data quality assurance, leading data validation teams, and improving data validation procedures. The role involves managing and coordinating data analysts and validation assistants, implementing data quality tools, and overseeing the delivery of validation systems. Medical data management entails advising on data collection systems, contributing to the MHD data warehouse enhancement, performing ETL procedures, and developing database queries. The role also supports HAP reporting and analysis using BI tools, conducting statistical analysis, and coordinating data submissions. Research responsibilities include providing guidance on data sources for research, contributing to scientific papers, and participating in secondary data analysis. Training responsibilities involve planning and implementing data quality and reporting training initiatives. Finally, the role includes technical and administrative oversight, supervising staff, representing IOM in technical discussions, and preparing relevant documentation.
Work Experience
Requires proven experience managing large databases for analysis and reporting, developing data validation processes, and creating reporting dashboards. Experience with ETL procedures, MS SQL, STATA, Power BI, and other BI tools is essential. Experience in health research, data processing for research, and training/supervising database management procedures is also necessary.
Skills
Proficiency in harmonizing and standardizing data from various sources. In-depth understanding of data and statistical principles, methods, and software (e.g., STATA, R, SPSS). Expertise in data validation, quality control, and data collection protocols. Excellent computer skills in statistical software (STATA, R, SPSS) and BI systems (MS SQL, Power BI, Tableau). Advanced knowledge of Microsoft Office Suite. Strong organizational and analytical skills with attention to detail.
