Organizational Context

The IOM Qatar Country Programme focuses on programme development, project implementation, government liaison, and partnership engagement across various migration management areas. This role operates under the direct supervision of the Chief of Mission in Qatar.
Job Purpose
The Programme Officer (Qatar Country Programme) is responsible for managing, coordinating, and overseeing the activities of the IOM Qatar Country Programme. This involves programme development and coordination, project implementation support, government liaison, partnership engagement, reporting, capacity-building, and technical support. The role contributes to the effective execution of IOM's mandate in Qatar, ensuring alignment with regional and headquarters' strategies and priorities. The officer will work closely with various stakeholders to drive solutions to displacement and facilitate pathways for regular migration, supporting IOM's mission to promote humane and orderly migration for the benefit of all.
Responsibilities
Oversee the development and implementation of the IOM Qatar Country Programme, managing administrative, operational, and financial aspects of projects. Provide operational management and technical supervision to national and international staff, guiding programmatic strategy and addressing operational challenges. Cultivate and maintain strong relationships with UN agencies, humanitarian organizations, government bodies, and community stakeholders. Identify programme priorities and contribute to the design and development of new projects based on results frameworks, emerging trends, and donor interests. Ensure timely and quality reporting to IOM, donors, and stakeholders, and coordinate the production of programme updates and visibility materials. Monitor progress against strategic objectives and programme benchmarks, overseeing the establishment of a robust Monitoring and Evaluation framework. Ensure compliance with IOM policies and donor requirements. Supervise and mentor programme staff, supporting their capacity building. Undertake national and international travel as required for coordination and support.
Work Experience
Experience in programme conceptualization, development, monitoring, reporting, and evaluation. Proven experience in programme development and capacity-building activities. Experience liaising with governmental and diplomatic authorities, as well as national and international institutions. Experience organizing consultations, workshops, and seminars with high-level stakeholders.
Skills
In-depth knowledge of migration-related subject areas. Familiarity with financial and business administration. Understanding of migration issues in the country and region. Knowledge of UN and bilateral donor programming. Ability to establish and maintain strong working relations with government counterparts and international organizations. Excellent leadership, coordination, and information management skills. Knowledge of the UN System, NGOs, and other international organizations. Knowledge of migration data, labour migration patterns, and Border Management in the GCC region. Proven knowledge of human and financial resources management. Excellent conceptualization, analytical, and writing skills. Strong communication, organizational, and interpersonal skills. Ability to meet deadlines and work under pressure.
