Project Officer (mental Health And Psychosocial Support (mhpss))

IOM, established in 1951, is a UN-related organization promoting humane and orderly migration. This Project Officer role, based in Kalemie, DRC, operates under the Chief of Mission and MHPSS Program Coordinator. It focuses on managing a five-year initiative funded by KfW, aimed at improving living conditions in security-critical contexts through Mental Health and Psychosocial Support (MHPSS).
Job Purpose
The Project Officer (MHPSS) is responsible for the overall management, oversight, and coordination of a significant five-year initiative (2025-2029) focused on enhancing Mental Health and Psychosocial Support (MHPSS) for peace in the Democratic Republic of the Congo. This role is crucial for improving the living conditions of vulnerable populations in challenging security contexts within the Tanganyika province. The purpose is to ensure effective implementation of the project, funded by the German Development Bank KfW, by providing technical and operational guidance, fostering capacity building, and coordinating with various stakeholders to achieve project objectives and contribute to peacebuilding efforts.
Responsibilities
Manage and monitor the budget for the KfW-funded MHPSS project, ensuring donor visibility and compliance with IOM regulations. Provide technical and operational guidance to a multidisciplinary team, including psychologists and social workers. Develop and lead capacity-building plans for staff and partners on MHPSS and social cohesion, adhering to IOM guidelines. Liaise with governmental health programs and non-governmental counterparts. Represent IOM in MHPSS forums and lead training for stakeholders. Oversee awareness campaigns and community projects to enhance social cohesion. Produce high-quality progress and financial reports, ensuring timely submission. Manage project information and communications, coordinating with the country office and donor.
Work Experience
Required experience includes project development, management, and reporting; assessing MHPSS needs in complex emergencies; coordinating community-based MHPSS; integrating MHPSS in post-conflict recovery activities; working with peace brokers and community initiatives. Experience in clinical supervision, capacity building, and with vulnerable groups is an asset. Prior work with international humanitarian organizations in multicultural settings is beneficial.
Skills
Capacity to coordinate with implementing partners and share information effectively. Demonstrated leadership, interpersonal, and teamwork skills. Excellent communication and report-writing abilities. Proficiency in Microsoft Office applications. Knowledge of protection principles and IOM policies is advantageous. Previous participation in IOM's 'Psychosocial Interventions in Emergency and Displacement' program is an asset.
