Monitoring, Evaluation And Project Support Consultant, Labour Mobility Division

Organizational Context

The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. In Uzbekistan, IOM supports the Government in enhancing labour migration governance and providing gender-responsive services for seasonal workers participating in the UK Seasonal Worker Scheme. This role contributes to the Labour Mobility Division under an FCDO-funded project.

Job Purpose

This consultancy aims to support the implementation of a project focused on promoting safe, orderly, and regular labour migration from Uzbekistan to the UK. The role will be instrumental in strengthening pre-departure preparation, institutional capacity-building, and reintegration assistance for seasonal workers. By enhancing the governance of labour migration and improving access to gender-responsive information and services, the consultant will contribute to the overall success of the UK Seasonal Worker Scheme and support the Government of Uzbekistan's objectives in managing labour migration effectively. The position is crucial for ensuring project activities are implemented efficiently and achieve desired outcomes, ultimately benefiting migrants and national stakeholders.

Responsibilities

The consultant will support the day-to-day implementation of project activities, ensuring timely and results-oriented delivery in line with work plans and IOM procedures. Key duties include coordinating with project staff and partners, developing and updating the project's Monitoring, Evaluation, and Learning (MEL) framework, and establishing systems for tracking progress against indicators. The role involves designing and implementing data collection tools, conducting monitoring missions, and maintaining project databases and dashboards. The consultant will also assist in preparing donor reports, briefing materials, and other knowledge products. Additionally, responsibilities include supporting the planning and quality assurance of project activities, reviewing technical inputs for project documents, monitoring grant and consultancy implementation, and ensuring cross-cutting issues like gender equality and social inclusion are integrated into all project processes. The consultant will also support risk management and communication activities.

Work Experience

Requires at least three years of professional experience in monitoring and evaluation, preferably in migration or development programmes. Demonstrated experience in designing and implementing M&E frameworks, data collection, analysis, and reporting is essential. Knowledge of the labour migration landscape in Uzbekistan and experience with migrant populations are advantageous.

Excellent analytical, interpersonal, and communication skills. Ability to engage effectively with diverse stakeholders. Demonstrated ability to prepare high-quality analytical reports and present findings to various audiences.
