Organizational Context

IOM is the leading UN agency for migration, established in 1951. It promotes humane and orderly migration, saving lives and protecting people on the move. IOM Iraq's Prevention of Violent Extremism (PVE) program analyzes and addresses drivers of extremism, supporting the Government of Iraq's National Strategy to Combat Violent Extremism. This role operates within the Peacebuilding and Stabilization Division.

Job Purpose

This role is responsible for planning, coordinating, implementing, monitoring, and overseeing activities within IOM Iraq's Prevention of Violent Extremism (PVE) program. The program aims to analyze and address the underlying drivers, motivations, and vulnerabilities that contribute to violent extremism, particularly in contexts of marginalization and exclusion. The officer will work at institutional, community, and individual levels to support a whole-of-society approach, building community and individual resilience. This involves supporting the Government of Iraq in piloting its National Strategy to Combat Violent Extremism, working closely with various stakeholders to develop and implement action plans and bridge the policy-implementation gap.

Responsibilities

Serve as the primary liaison between IOM Iraq's PVE Program and national/district PVE committees. Supervise assigned staff, including a Senior Program Assistant. Oversee the design and delivery of technical assistance to government stakeholders, managing program assistants, consultants, and partners. Support coordination with the Kurdistan Regional Government to localize the National PVE Strategy. Collaborate with the Office of the National Security Advisor and National PVE Committee to support strategy implementation conferences. Work with district mayors to strengthen local PVE action plans through capacity building and project oversight. Foster relationships with other IOM programs, UN agencies, and CSOs. Develop capacity-building materials for various actors and provide facilitation support. Assist the Wasl Civil Society Fund team by strengthening synergies and providing technical assistance. Guide field research teams and contribute to reporting, public information, and other required documentation.

Work Experience

Requires a minimum of two years of experience liaising with senior government officials in Iraq and local authorities. A minimum of two years of project management experience, including financial oversight, is essential. Experience in PVE or peacebuilding is desired. Strong organizational, coordination, and diplomatic skills are necessary, along with experience working with diverse stakeholders and understanding technical assistance approaches.
