Job Purpose
The National Project Officer (Enterprise Development Fund) is responsible for coordinating quality assurance processes within the EDF Technical Team, including Environmental & Social Action Plans (ESAP) and Milestone Verification (MV). This role serves as a focal point for EDF adaptations and participates in the longlisting and shortlisting of EDF applications. The officer will support the Livelihoods Senior Programme Coordinator and EDF Project Officer, ensuring project implementation aligns with IOM policies and donor requirements. The position contributes to the effective delivery of livelihood programs by managing project aspects, data, and stakeholder engagement.
Responsibilities
Coordinate and monitor operational, administrative, and financial aspects of the project, ensuring compliance with IOM policies and donor requirements. Inform the EDF Project Officer on project status, identifying gaps and proposing improvements, particularly in quality assurance. Participate in developing and adjusting EDF technical tools, work plans, and M&E tools. Coordinate data collection, verification, and analysis, updating information management systems. Support the longlisting and shortlisting of EDF applications. Ensure timely preparation and dissemination of project reports. Liaise with external stakeholders, including private sector entities and NGOs. Contribute to planning and delivering capacity-building activities for staff and beneficiaries. Attend relevant conferences and coordination meetings. Supervise EDF Technical Team staff focal points for ESAP and MV, providing technical guidance. Serve as a focal point for assigned governorates, coordinating with authorities and stakeholders. Undertake duty travel for project implementation and monitoring.
Work Experience
Required experience includes liaising with external stakeholders, national/international institutions, UN agencies, and NGOs. Experience in Livelihoods programming, particularly with small and medium-sized enterprises and job creation, is advantageous. Prior work experience in a multicultural setting with international humanitarian organizations or government institutions is also considered an advantage.
Skills
Proven ability to build strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Detailed knowledge of the UN System, NGOs, and international institutions. Strong conceptualization, analytical, and writing skills. Effective communication, organizational, and interpersonal relationship skills. Ability to meet deadlines and work under pressure with minimal supervision. Capacity to establish and maintain partnerships with development partners and local authorities.
