Job Purpose
The Head of Resources Management, reporting to the Chief of Mission, is responsible for overseeing and managing the budgetary, financial, human resources, and administrative functions for the Country Office and any Sub-Offices. This role involves close coordination with regional and headquarters' resource management units, as well as the Global Shared Services Centre. The primary purpose is to ensure the efficient and effective management of all resources, providing essential support to staff and maintaining compliance with organizational policies and donor agreements. This position plays a critical role in the operational success and financial health of IOM's activities within the country.
Responsibilities
Key responsibilities include supervising treasury operations, forecasting cash flows, and monitoring fund disbursements to ensure compliance with donor agreements. The role involves analyzing financial projects, overseeing budget control, and managing variances to prevent deficits. Preparation and monitoring of annual budgets for the Country Office and new projects are essential. The Head of Resources Management will analyze and report on the financial situation and sustainability of the mission quarterly. Strengthening internal controls to safeguard assets and prevent fraud is crucial. This includes reviewing payroll allocations and finalizing donor financial reports. The position also manages Human Resources functions, including recruitment and personnel administration, ensuring adherence to HR policies. Oversight of procurement, logistics, fleet management, and administrative services is also required. The role may involve representing IOM in UN meetings and serving as Officer-in-Charge in the Chief of Mission's absence.
Work Experience
Required experience includes all areas of financial administration, such as financial management, accounting, and budgeting. Experience in human resources, procurement, and logistics is also necessary. Proficiency with an Enterprise Resource Planning (ERP) system is required. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include the ability to work closely with government and international officials, act independently with sound judgment, and perform under pressure. Demonstrated ability to prepare clear and concise reports is essential. Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage, and knowledge of SAP is highly desirable.
