The International Organization for Migration (IOM) is a leading inter-governmental organization promoting humane and orderly migration. The Regional Office for Asia and the Pacific (ROAP) in Bangkok covers 40 countries, formulating regional strategies and providing programmatic support. This consultancy role supports the Regional Data Hub, focusing on information management for migration activities.
Job Purpose
This consultancy role supports the implementation of Displacement Tracking Matrix (DTM) activities within the Asia and Pacific region, particularly in response to escalations in the Middle East. The consultant ensures compliance with global standards, maintains the quality of country-level outputs and analysis, and adheres to IOM's data visualization and dissemination procedures. A key focus is streamlining data management and visualization of mixed migration movements, trends, and characteristics across the region, ensuring regional consolidation of information and expanding activities as needed.
Responsibilities
The consultant will provide technical support and capacity building for Regional Data Hub (RDH) Information Management (IM) initiatives, ensuring synergy across tools and systems. Responsibilities include coordinating data management processes for the regional data warehouse, harmonizing tools and datasets for interoperable data generation, and developing technical documents like SOPs. Information and database management involves designing/adapting data collection tools, managing data pipelines, and maintaining DTM portals. Data quality assurance, analysis, and reporting include systematic QC checks, producing analytical outputs (dashboards, maps), and supporting reporting. GIS and visualization tasks involve managing geodatabases, producing maps and dashboards, and supporting thematic analysis. Coordination includes training staff/partners on data protection and ethical data use, and adhering to IOM standards.
Work Experience
Required experience includes Information Management, emergency humanitarian operations, managing information flows, and data management (collection, storage, processing, analysis). Experience in migration research, data visualization, information design, and handling sensitive data is advantageous.
Skills
Proficiency in Microsoft Excel for data cleaning and preparation. Knowledge of GIS, R programming, Adobe suite, Power BI, or Power Query is advantageous. Understanding of information processes (collection, analysis, visualization, reporting), ability to assist in creating IM technical requirements and SOPs, and demonstrated team building skills are essential.
