Job Purpose
The Project Support Assistant (Cash-Based Interventions - CBI) will provide crucial support to the implementation of CBI projects in Cambodia. Working under the direct supervision of the Project Development and Reporting Officer, this role is integral to ensuring the effective delivery of cash-based assistance. The position contributes to IOM's mandate of promoting orderly migration by facilitating essential services and support to beneficiaries through well-managed and compliant CBI programs. The assistant will play a key part in the operational and administrative aspects of these interventions, ensuring alignment with IOM and donor standards.
Responsibilities
Provide technical support for CBI project activities, including situational analysis, needs assessments, targeting, and distribution, in coordination with supervisors and in line with IOM standards. Support the development of standard operating procedures, program tools, and methodologies for cash projects. Assist sub-offices in effective implementation of cash activities and provide capacity-building to field teams. Support Monitoring and Evaluation Unit activities, particularly managing the Accountability to Affected Populations (AAP) response mechanism for cash. Draft concept notes, project narratives, and work plans. Serve as the focal point for administrative and technical aspects of CBI, liaising with internal units and external partners. Contribute to project reports, including progress reports and human-interest stories. Coordinate project implementation, monitor budget utilization, and identify synergies with other IOM projects. Support reporting on CBI in Cambodia, preparing briefing notes and presentations. Participate in Cash Working Group meetings and coordinate with stakeholders. Undertake travel to monitor project implementation and provide on-site guidance.
Work Experience
Experience in humanitarian settings is required. Demonstrated experience and knowledge in cash-based programming are essential. Experience liaising with governmental authorities, institutions, NGOs, and building local partnerships, including with the private sector, is necessary. Project management experience and strong experience with databases, assessment tools, and reporting are also required.
Skills
Knowledge of CBI fundamentals. Familiarity with innovative humanitarian sector systems and ability to learn quickly. Effective communication skills with vendors and beneficiaries. Strong knowledge of Accountability to Affected Populations (AAP) tools and methodologies. Computer literacy (Microsoft Office Suite, KoBo Toolbox). Strong interpersonal and communication skills. Ability to work independently, organize work, meet deadlines, and manage multiple tasks under pressure.
