Trainer On Border Management And Leadership
Organizational Context
The International Organization for Migration (IOM), a UN agency since 2016, promotes humane and orderly migration. This role supports the General Inspectorate of Border Police (GIBP) in the Republic of Moldova, which is undergoing reforms to align with EU standards. The project aims to enhance border management capacities and develop a cadre of competent management personnel within the GIBP.
Job Purpose
This role is to deliver a series of "Leadership and Management" training sessions for current and future management personnel of the Border Police in the Republic of Moldova. The primary goal is to strengthen their practical management skills, addressing key areas such as staff management, delegation, conflict resolution, negotiation, performance evaluation, stress management, and motivation. By enhancing these competencies, the training aims to improve the effectiveness of border management operations, reduce staff turnover, and ensure alignment with EU standards and best practices, ultimately contributing to the country's security and integrity.
Responsibilities
The Trainer will be responsible for planning, preparing, and delivering training sessions on Border Management and Leadership to approximately 50 border officers. This includes developing comprehensive training materials, agendas, presentations, handouts, and assessment tools (pre/post-tests). The training will employ practical, interactive, and dynamic adult education methods, incorporating case studies and simulation exercises. The Trainer will coordinate closely with the GIBP to ensure adequate coverage of requested subjects and will prepare presentations, briefings, and reports related to the consultancy deliverables. The role requires adherence to IOM's Data Protection Principles and maintaining confidentiality throughout the assignment.
Work Experience
Requires didactic experience in Management and Leadership training for law enforcement authorities and at least 5 years of experience in the law enforcement or border management sector. Prior experience with international organizations in capacity building, including training and coaching, is essential. Excellent drafting, collaboration, and cross-cultural communication skills are necessary. Familiarity with the Moldovan context in migration and border management is an asset.
