Job Purpose
The National Programme Development Officer plays a crucial role in implementing IOM Norway’s partnership, programme development, and external engagement strategy. This position involves identifying collaboration opportunities, developing projects and programmes, and monitoring migration-related policy developments. The role supports stakeholder engagement activities and contributes to the mission's external positioning by preparing analyses and briefing materials for senior management. As part of the Programme Development Unit, the incumbent will enhance IOM Norway's capacity to respond to migration challenges and strengthen partnerships with governmental, intergovernmental, and non-governmental actors, ultimately supporting IOM's mandate to promote humane and orderly migration.
Responsibilities
Monitor key stakeholder developments and identify opportunities for programme development and collaboration. Support the creation of concept notes, project proposals, and budgets. Coordinate internal project development processes and ensure compliance with institutional requirements. Assist in implementing IOM Norway’s partnership and external engagement strategy. Prepare stakeholder profiles, partnership analyses, and briefing materials. Gather and analyze information on partner priorities, funding trends, and policy developments in Norway. Assist in preparing briefing notes and analytical papers for senior management. Support research and information gathering for programme planning. Maintain working relationships with diverse stakeholders, including government institutions, partners, academia, and civil society. Compile and organize information on partner priorities and policy developments. Support the organization of consultations, dialogues, and meetings. Provide administrative support for stakeholder engagements and high-level meetings. Prepare briefing materials for senior management engagement. Participate in relevant meetings and conferences. Assist in report preparation and contribute to organizational learning.
Work Experience
Experience in supporting programme development, project implementation, research, external relations, or stakeholder engagement. Prior work in international humanitarian organizations or governmental/non-governmental institutions in a multicultural setting is beneficial. Experience within the Norwegian public, humanitarian, development, or migration sectors, including knowledge of Norwegian administration and funding mechanisms, is highly desirable.
Skills
Strong analytical, research, writing, and digital skills. Experience in programme development and coordination. Knowledge of Norwegian public administration and relevant funding mechanisms. Ability to work effectively with diverse stakeholders. Good interpersonal and communication skills. Ability to support partnership and programme development aligned with organizational priorities.
