The Peace, Recovery and Solutions Division (PRSD) in Iraq implements an integrated approach for internally displaced persons and returnees, focusing on rehabilitation, reconciliation, and reintegration to achieve sustainable solutions.
Job Purpose
The National Program Officer (RRR-DS) operates under the Peace, Recovery and Solutions Division (PRSD) in Iraq, contributing to the integrated Rehabilitation, Reconciliation, and Reintegration (RRR) – Durable Solutions (DS) approach. This role supports internally displaced persons (IDPs) and returnees in achieving safe, dignified, and sustainable solutions. The position involves expanding the portfolio in social cohesion, tribal engagement, case management, Information, Counseling and Referral Services (ICRS), reconciliation, community-based dialogue, rehabilitation, and reintegration efforts, including Preventing Violent Extremism (PVE). The officer ensures context-specific and individualized interventions are implemented, upholding principles of do no harm and conflict sensitivity to achieve sustainable reintegration outcomes.
Responsibilities
Coordinate the overall implementation of RRR-DS initiatives and projects, managing financial, administrative, and technical aspects in line with IOM policies and donor requirements. Provide operational guidance and technical supervision to RRR-DS staff and Implementing Partners (IPs) across Iraq, monitoring project progress and recommending improvements. Monitor compliance with project objectives and provide recommendations for enhancements. Identify program priorities and contribute to the development of new projects and activities based on results frameworks, emerging trends, and local context analysis. Supervise field staff and IPs, and plan, develop, organize, and deliver capacity-building activities for staff, partners, government officials, and other humanitarian actors. Ensure adherence to IOM standard procurement, logistic, and financial procedures. Support synergy building within RRR portfolio teams and with other IOM Iraq programs. Monitor and evaluate delivered assistance, identify implementation challenges, and propose solutions. Coordinate the elaboration and dissemination of financial, narrative, and other project reports, ensuring timely submission and compliance. Identify project development areas and contribute to resource mobilization efforts. Represent the unit at relevant events and undertake duty travel as required.
Work Experience
Required: Professional experience with an International NGO or UN agency in humanitarian emergencies, complex post-conflict recovery, or stabilization contexts. Experience in liaising with governmental and diplomatic authorities, national and international institutions. Excellent work planning, project implementation, and communication skills. Experience in project development and capacity-building activities. Proficiency in MS Word, PowerPoint, and Excel. Desirable: Basic data analysis skills, general knowledge of UN system policies, and knowledge of UN and bilateral donor programming. Understanding of migration, reintegration processes, and climate change vulnerability is an asset.

Proven ability to establish and maintain strong working relations with government counterparts, international organizations, and private sector entities. Excellent leadership, coordination, and information management skills. Detailed knowledge of the UN System, NGOs, and other international organizations. Knowledge of return and reintegration data in Iraq and negotiation skills with government authorities. Good knowledge of human and financial resources management. Strong conceptualization, analytical, and writing skills. Strong communication, organizational, and interpersonal relationship skills. Ability to meet deadlines and work under pressure with minimum supervision. Ability to establish and maintain partnerships.
