Job Purpose

The National Project Officer (Reparations and Transitional Justice) supports and coordinates the development, implementation, monitoring, and reporting of activities under Pillar II of the Legal Empowerment and Transitional Justice (LE&TJ) Unit. This role operates under the supervision of the PRSD Senior Programme Coordinator and the Head of the LE&TJ Unit, in close coordination with technical leads and relevant units. The purpose is to ensure the effective execution of reparations and transitional justice initiatives, contributing to the Unit's overall strategy and integrated approach to peace, recovery, and solutions.

Responsibilities

The role involves providing operational guidance and technical monitoring for the Reparations and Transitional Justice Pillar (Pillar II), ensuring alignment with IOM policies and legal frameworks. Key duties include coordinating project implementation, monitoring financial, logistical, and technical aspects, and collaborating with other pillars on intersecting areas like civil documentation and legal remedies. The officer will supervise Pillar II staff, build capacity, and promote the integration of gender, protection, and human rights. Responsibilities also extend to supporting report elaboration for donors and stakeholders, identifying project development opportunities, liaising with various governmental and non-governmental entities, and organizing capacity-building activities. The role may require duty travel and other assigned tasks.

Work Experience

Required experience includes transitional justice, reparations, rule of law, access to justice, or protection programming, preferably in post-conflict settings. Experience in project cycle management, including implementation, monitoring, reporting, and budget oversight, is essential. The role also requires experience liaising with governmental authorities, international institutions, UN agencies, and NGOs, and working with vulnerable groups. Experience in staff supervision and capacity building is advantageous.

Skills

Key skills include knowledge of transitional justice mechanisms, reparations frameworks, and survivor-centred approaches, with familiarity of relevant national legislation and the Iraqi legal landscape. Understanding the linkages between reparations, access to justice, and peacebuilding is important. Knowledge of UN and donor programming, financial rules, and proficiency in office software are also required. The ability to provide technical guidance and work collaboratively across multidisciplinary teams is crucial.
