Organizational Context
The International Organization for Migration (IOM), a UN agency, promotes humane and orderly migration. The FAIR-VALUE project, implemented by IOM with FAO and ITC from September 2023 to September 2026, aims to enhance agricultural and sea-aqua product value chains in conflict-affected areas of BARMM, Philippines. This role contributes to the Programme Support Unit for the FAIR-VALUE project.
Job Purpose
This consultancy is for an External Evaluator to conduct a joint final evaluation of the FAIR-VALUE project. The evaluation will examine the project's higher-level results, facilitate learning, and promote accountability for policymakers, program managers, and stakeholders. The findings will inform future project design, implementation, and resource mobilization for similar initiatives within IOM, FAO, and ITC. The evaluation will assess the project's impact, effectiveness, efficiency, and collaboration among UN organizations, focusing on objectives such as generating evidence, documenting lessons learned, and identifying best practices. The evaluation will cover the full project period and geographic scope, including all participant groups and cross-cutting themes like gender, environment, and accountability to affected populations.
Responsibilities
The External Evaluator is responsible for the overall methodology, data collection, analysis, report writing, and presentation of findings. This includes developing an Inception Report with a detailed approach, work plan, and data collection instruments, which requires approval from the Evaluation Management Group (EMG) and Evaluation Reference Group (ERG). The evaluator will submit a first draft of the Evaluation Report for review and comments by the EMG and ERG, followed by a presentation of initial findings. A Final Evaluation Report, incorporating feedback, will be submitted and approved by the EMG and ERG, along with a final presentation. Additionally, the evaluator must provide an Evaluation Brief and a partially filled-out Management Response Matrix.
Work Experience
A minimum of five years of experience in leading and conducting evaluations is mandatory. Experience with the UN system is desirable. Understanding of the BARMM and BaSulTa context and prior experience in community stabilization and development projects are preferred. Essential skills include evaluation design, qualitative and quantitative data collection and analysis, English writing and editing, communication, time management, and cultural/conflict sensitivity.
