Organizational Context

This role supports the United States Refugee Admissions Program (USRAP), which provides resettlement opportunities globally. The position is within the USRAP Protection Mainstreaming unit, emphasizing safety, dignity, accessibility, and accountability to affected populations.

Job Purpose

This National Programme Officer (Protection Mainstreaming) role is crucial for enhancing IOM's support to the United States Refugee Admissions Program (USRAP). The incumbent will provide technical expertise and recommendations to strengthen protection mainstreaming activities, ensuring that safety, dignity, accessibility, and accountability to affected populations are central to USRAP operations. The role involves analyzing risks, identifying protection gaps, and developing solutions through guidance, tools, and training. By fostering collaboration and incorporating beneficiary feedback, this position contributes to improving program design and ensuring equitable access to resources and services for individuals on the move within the USRAP framework.

Responsibilities

The National Programme Officer will support IOM's protection mainstreaming activities within the USRAP by improving assistance to beneficiaries, analyzing risks, and addressing protection gaps through guidance, tools, and training. This includes developing and implementing monitoring and evaluation methodologies to measure effectiveness and inform programming. The role involves centering beneficiary voices through regular consultations and ensuring feedback mechanisms are accessible. The officer will also contribute to risk analysis exercises, develop tailored training materials, and guide networks of protection champions. Additionally, the position serves as the PSEA Focal Point for the US, managing PSEA activities, providing technical input, and delivering training. The officer will represent IOM in relevant forums, contribute technical expertise, and uphold protection mainstreaming standards in all duties.

Work Experience

Essential experience includes working on protection mainstreaming in resettlement, migration, or international organization contexts, with a strong background in migration issues. Experience in developing and delivering training is required. Experience within the USRAP, particularly with beneficiary interaction, is highly desirable. Knowledge of refugee protection issues and public speaking on protection mainstreaming are advantageous.
